MEPSC Affiliation for Training Institutes: Courses, Process and GST Exemption
A practical guide for training institutes to MEPSC affiliation, current management-skill qualifications and the evidence needed before treating course fees as GST exempt.

A training institute may search for ‘MEPSC affiliation’, ‘Skill India certificate’ and ‘GST-free training’ as though they are one approval. They are three different questions. MEPSC decides whether to affiliate a centre and for which work; an approved qualification specifies the training and assessment standard; the GST notification decides whether the actual service is exempt. This guide connects those documents so an institute can plan a credible course and defend its tax treatment.
What is MEPSC, and what can affiliation mean?
The Management & Entrepreneurship and Professional Skills Council (MEPSC) describes itself as a horizontal Sector Skill Council and a Section 8 company promoted by the All India Management Association. It says NCVET recognises it as an Awarding Body and NSDC supports it. ‘Horizontal’ means its roles, such as office support, payroll and business skills, can be relevant across industries rather than only one trade.
Affiliation is specific. A centre should identify the legal entity, approved site, qualification or job role, approved period and conditions stated in its MEPSC documents. MEPSC recognition as an Awarding Body does not itself turn every independent coaching centre into an accredited Training Body. Nor does it guarantee that a learner receives an MEPSC or Skill India certificate without completing the authorised training and applicable assessment process.
MEPSC courses: examples to verify before launching a batch
MEPSC's live Office Management catalogue currently lists the examples below. Codes and descriptions are more useful than generic labels such as ‘management course’: they let an institute compare its prospectus, curriculum, affiliation scope and tax file with the same qualification. Check the latest version and National Qualifications Register (NQR) record before advertising a course; qualifications are periodically revised or retired.

How to apply for MEPSC affiliation: the published route
MEPSC's Industry Partners page currently publishes an Industry Cum Implementation Partnership (IIP) route. An applicant downloads the form, submits it with the stated documents and fees in the required formats, responds to scrutiny or clarification, presents to an expert panel if shortlisted, and undergoes physical validation of the training centre. MEPSC then decides whether to issue an affiliation certificate and number. The exact fee, documents, timing and training-body scope should be confirmed directly from the latest form and MEPSC correspondence.
- Define the legal applicant, ownership and the exact training centre to be assessed.
- Select a current qualification and record its QP code, version, model curriculum, entry conditions and NQR status.
- Prepare the evidence requested in MEPSC's current form: entity documents, facilities, trainers, delivery plan and quality controls as applicable.
- Submit the current form and applicable fee using MEPSC's published instructions; answer clarifications and attend any required presentation or validation.
- Before selling an affiliated batch, check the issued certificate, agreement and conditions against the centre, job role, period, trainer and assessment arrangements.
A Skill India Digital Hub record may be part of later operations, but portal registration is not a substitute for MEPSC's written affiliation decision. Do not advertise approval while an application is pending. If a centre plans to use another Awarding Body's qualification, confirm that MEPSC has the relevant rights and that the proposed route is approved; a similar course title is not enough.
Is GST payable on MEPSC course fees? Apply the Entry 69 test
Entry 69 of Notification 12/2017-Central Tax (Rate) provides a Nil-rated exemption for specified skill-development services. Notification 08/2024 replaced the entry from 10 October 2024. It includes a Training Body accredited with an NCVET-recognised Awarding Body, as well as NSDC, NCVET, recognised Awarding Bodies and recognised Assessment Agencies. Notification 06/2025 added an NSDC-approved training partner to the eligible-provider list. These are provider categories, not a rule that all education or all affiliated-centre revenue is exempt.
The service must also relate to one of the entry's listed routes: an NSDC-implemented programme or scheme, a vocational course under the National Skill Certification and Monetary Reward Scheme, or an NSQF-aligned qualification or skill for which NCVET has approved a qualification package. For a privately funded MEPSC course, the last route will often be the critical one to examine. The institute needs evidence that its real training maps to that approved package; a marketing label or a broad affiliation letter by itself cannot establish this.

For example, a centre with a current MEPSC Training Body accreditation that delivers an authorised, NSQF-aligned qualification under its approved scope may have a defensible Entry 69 case, subject to the documents and actual supply. The same centre's separate weekend leadership seminar or bespoke corporate workshop is not automatically exempt just because its website displays the MEPSC logo. The tax treatment of that separate service needs its own classification review.
The hidden cost of exemption: input tax credit and billing
Nil output GST is not the same as zero tax cost. Section 17(2) of the CGST Act restricts input tax credit to the part attributable to taxable or zero-rated supplies when purchases support both taxable and exempt work. A centre using common rent, software, equipment or marketing for exempt NSQF training and taxable private coaching may need apportionment under the GST rules. A pricing decision should compare the expected exemption with any input-credit restriction, rather than treating the Nil rate as pure margin.
For a registered supplier, Section 31(3)(c) generally requires a bill of supply instead of a tax invoice for exempt services, subject to statutory exceptions. The billing system should identify exempt and taxable course fees separately and preserve the basis for each classification. Mixed packages, separate certification charges, sponsorships or other revenue streams should be checked on their own facts before assuming they follow the tuition fee.
What should a Kerala training institute prepare?
A proposed centre in Manjeri, Malappuram district or Kozhikode faces the same national MEPSC and GST rules as a centre elsewhere in India. The local practical issue is whether its specific premises, trainers, course and invoices are within the approval actually granted. A certificate for another location, a franchise's brand permission or an application receipt should not be treated as proof that this centre's fees qualify for an exemption.
- Keep the legal-entity and site documents, current MEPSC agreement or certificate, and correspondence showing the approved centre and period.
- Keep the current NQR and MEPSC qualification evidence, including QP code, version, approved package, curriculum and any revised or expiry notice.
- Link each batch to enrolment, trainer, assessment and certificate records, and to the exact fee charged.
- Maintain a course-wise GST position paper, bills of supply or tax invoices as applicable, and input-credit allocation records.
- Recheck approval and QP status before the next batch or a new location; do not carry the first batch's answer forward indefinitely.

MEPSC affiliation and training GST: common questions
What is MEPSC affiliation for a training institute?
MEPSC is an NCVET-recognised Awarding Body and Sector Skill Council. Its published industry-partner route allows an applicant to seek affiliation after application, document review, expert presentation and physical validation. The approved scope and current agreement determine what an institute may deliver; merely applying does not confer approval.
Are all MEPSC-affiliated course fees exempt from GST?
No. Entry 69 of Notification 12/2017-Central Tax (Rate), as amended, requires an eligible provider and a service related to one of its listed schemes or an NSQF-aligned qualification or skill with an NCVET-approved qualification package. Each course, provider status and period must be checked separately.
Does a Skill India logo or certificate make a private course GST free?
No. A logo, marketing description or certificate alone is insufficient evidence of the provider's accreditation and the particular course's fit with Entry 69. Obtain the affiliation agreement, the current qualification details and records linking the training delivered to that qualification.
Which MEPSC courses can an institute consider?

Is Skill India Digital Hub registration the same as MEPSC affiliation?
No. A portal account or centre record should not be treated as evidence that MEPSC has approved a training body for a particular qualification. Use MEPSC's current written affiliation decision and scope as the controlling evidence.
Can an NSDC-approved training partner also qualify for Entry 69?
Yes, an NSDC-approved training partner was added to the eligible-provider list by Notification 06/2025-Central Tax (Rate). The supplied service must still be related to a listed scheme or eligible NSQF-aligned qualification or skill; NSDC approval is not an exemption for unrelated private courses.
What happens to input tax credit if course fees are exempt?
Exempt output supplies can restrict input tax credit under Section 17(2) of the CGST Act. An institute with both exempt and taxable courses must identify direct costs and apportion common credit under the applicable rules. An exemption can therefore reduce output GST while increasing unrecoverable input GST.
Should a GST-registered institute issue a tax invoice for exempt training?
Section 31(3)(c) of the CGST Act generally calls for a bill of supply, rather than a tax invoice, for a registered person's exempt supply, subject to the law's exceptions and document rules. Keep taxable and exempt course lines identifiable in billing and returns.
Can a Kerala institute use an affiliation obtained elsewhere in India?
The answer depends on the written approval's centre, geographic and qualification scope. A Manjeri, Malappuram or Kozhikode centre should confirm that its own premises and proposed job roles are covered; an unrelated branch's certificate should not be assumed to cover it.
